A qualified expert in audit, taxation, financial consulting and financial management.

Asliddin Komilov is a certified auditor of the Ministry of Finance, a Certified Accounting Practitioner (CAP) and a certified valuation specialist with more than 17 years of experience in audit, finance, accounting and management.

As the founder of PKF Tajikistan and currently a partner at SK Consulting, he successfully leads projects and implements effective solutions for optimising accounting and taxation. Asliddin advises clients on accounting and management accounting, business planning and strategic development in industries such as construction, trade, energy, manufacturing, logistics, education, healthcare and telecommunications.

Key achievements and successful projects:

• Tax consulting and optimisation: led projects on optimising tax accounting and reducing the tax burden for international and local companies such as UNDP, USAID, ACTED, LC Waikiki and others.
• Accounting restoration and automation: as a tax consultant, took part in implementing the "1C Accounting" system for a number of major clients, including JSC "Juntai Danghara" (China).
• Strategic planning: acted as financial and strategic consultant for the "Chahida" goat farm and, as a tax consultant, contributed to business plans for projects in cement plant construction and the hotel business, including Hotel "Twins" (Dushanbe).
• Compliance with international standards: managed the transition to IFRS and the International Standards on Auditing (ISA) for companies with foreign capital, including the Branch of "DAI Global UK".
• Academic and publishing work: co-author of several books and author of scholarly articles on audit, accounting and analysis.

Asliddin Komilov also speaks Tajik, Russian and basic English, which enables him to work effectively with international clients.

Education and Qualifications

Graduated with honors from Tajik State National University, majoring in Accounting and Finance (1998). Pursued further studies in Accounting and Management at the Harbin Institute of Technology (Heilongjiang Province, PRC, 2001–2003). Completed a professional internship in Shenzhen (2007). Holds certifications in international financial and management accounting standards (USAID/PRAGMA). A member of the Public Institute of Professional Auditors and Accountants of Tajikistan. Co-author of a book and author of several articles on accounting.

Achievements:

• Experience working with Chinese investors
• Support for flagship Belt and Road projects (accounting services for two Zhongtai Group enterprises in Tajikistan: CJSC Zhongtai-Dangara Sin Silu Textile and CJSC Zhongtai-Khatlon Sin Silu Textile)
• An insider’s perspective on the tax system: formerly an inspector in the desk audit division and an auditor in the audit department of the Tax Committee of the Republic of Tajikistan (2017–2019); understands the logic behind audits and state regulatory requirements.
• Seven years working within Chinese companies in Russia and Hong Kong: executive assistant at Chinese firms in Moscow—handling negotiations, interpreting and translation, contract finalization, and international trade shows (2008–2013). Representative in Hong Kong, Shenzhen, and Guangzhou—conducting factory audits, quality control, and supply chain management (2013–2014).

Leadership & Training As a certified trainer by American Councils, Shams has designed and delivered impactful training programs and was honored by the U.S. Embassy in Tajikistan for his contributions to education, professional development, and English teaching. He has also held leadership roles such as Vice President and Training Manager at CTEO and served as a Board Member at OSTAC, contributing to organizational growth and capacity building.

Beyond ERP and technology, Shams brings experience from international projects. He worked as a Senior Manager in a World Bank project, gaining valuable expertise in large-scale management. He has also provided legal advisory services to leading companies, including VICC, Peshwa group of Companies, and others.

Bringing together ERP expertise, technical skills, leadership experience, and training skills, Shamsurahman stands as a driving force for digital and organizational transformation in the country and is fluent in English, Urdu, and Persian.
